Key Market Trends

What’s driving Toronto’s pre-construction market right now — data from the pre-construction listings feed plus market reporting:

1. Future supply is shrinking fast

Combined pre-construction and under-construction inventory across the GTA has dropped roughly 37% year-over-year to about 48,700 units — down 62% from its 2022 peak, with new project launches at a standstill. Fewer launches now means fewer choices (and firmer pricing) at completion.

2. The $130,000 HST window is open — until March 31, 2027

Ontario’s enhanced new-housing rebate lets qualifying buyers of new homes priced up to $1M recover up to $130,000 of the 13% HST on agreements signed between April 1, 2026 and March 31, 2027 (phasing down above $1M, gone after the deadline). That’s a real, time-boxed incentive for end-users — and it’s already showing up in developer marketing.

3. Buyers are negotiating — and developers are listening

With fewer buyers in the market, developers are leaning on incentives: rate buydowns, extended deposit structures, parking and locker credits, and assignment-friendly terms (where available). The list price is the starting point, not the finish line — and that’s where an agent who knows the developer’s position earns their keep.

4. Boutique and low-rise is where the action is

Buyers are favouring smaller, lower-amenity buildings and townhome product over 60-storey towers: faster completion, lower condo fees, and land value that holds. Our ranked list reflects it — nearly half the top 25 are boutique mid-rise or townhome projects.
